Overview

The Community Development Block Grant (CDBG) program is designed to provide decent, safe, and sanitary quality standards for housing, support the beautification of neighborhoods, provide needed public services, and improve economic opportunities for lower income persons within Hesperia.

By law, only 15% of the CDBG's total funding is allowed for the public service activities of nonprofit programs.

Objective

The National Objectives mandated by the US Department of Housing and Urban Development (HUD) must still be accounted for by these programs when the grants are awarded. The following are a list of objectives:

  • Elimination of slums or blight
  • Benefit low-to-moderate-income individuals
  • Address other community needs having a particular urgency

Final 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER) Now Available!

The City of Hesperia has prepared the 2024–2025 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program. The CAPER assesses the City’s performance in meeting housing and community development goals and outlines any changes anticipated for the upcoming year.

The 2024-2025 CAPER is the City of Hesperia’s (City) report to the U.S. Department of Housing and Urban Development (HUD) describing the use of federal CDBG funds during the fifth program year of the 2020-2024 Consolidated Plan period, covering July 1, 2024, to June 30, 2025.

In accordance with the City’s adopted Citizen Participation Plan (CPP), a public notice was published in the Victorville Daily Press in English and in Spanish on August 31, 2025, notifying the public of the availability of the CAPER for a 15-day public review and comment period. The public review period for the draft plan was physically available from August 31, 2025 through September 16, 2025 at the following public locations:

  • Hesperia Public Library – 9650 Seventh Ave.
  • Hesperia City Clerk’s Office – 9700 Seventh Ave.
  • Hesperia Economic Development Division – 9700 Seventh Ave.

The CAPER Public Hearing was held on September 16, 2025 at 6:30 p.m. at Hesperia City Council Chambers, 9700 Seventh Ave.

Comments were to be submitted by 4:00 p.m. on September 16, 2025 electronically to econdev@hesperiaca.gov, or by mail to 9700 Seventh Ave., Hesperia, CA 92345 with the addressee listed as "Attn: Economic Development".

Draft 2025-2029 CDBG Consolidated Plan Now Available for Review

The City of Hesperia invites residents, stakeholders, and community partners to review the Draft 2025-2029 Consolidated Plan and 2025-2026 Annual Action Plan for the Community Development Block Grant (CDBG) Program.

These plans outline the City's goals, strategies, and proposed projects to support housing, public infrastructure, fair housing, and community services that benefit low- and moderate-income residents over the next five years.

Community input is a vital part of this process. You are encouraged to review the plan and share your comments or questions. Your voice helps shape the future of Hesperia.

Reports

The City of Hesperia's contracted Fair Housing service provider is the Inland Fair Housing and Mediation Board, a non-profit, public benefit corporation that has served San Bernardino County and parts of Riverside and Imperial Counties in Southern California since 1980. Funded by numerous grants and awards, IFHMB serves as an intermediary to assist individuals in resolving issues related to housing discrimination, homeownership sustainability, rental complaints, and disputes in court through the provision of resource recommendations, education, and mediation. Located in the City of Ontario with satellite offices in San Bernardino, Victorville, Barstow, Indio, and El Centro, California, IFHMB assists thousands of individuals each year through its numerous programs at no charge to the consumer.
