The City of Hesperia’s entitlement process is coordinated by the
Planning Department and the process is codified in Development Code Section 16.12 et al. One of the many services that the City’s Economic Development Department provides is to act as a liaison between businesses / developers and the City’s various departments that are involved in the entitlement process.
