Pre-Submittal Application
Our Pre-Submittal Application process is an informal application (free) that allows projects or proposals to receive feedback from the City prior to a formal application. Once submitted, our staff will review your proposal and provide feedback within two weeks.
Development Process
The Planning Division is usually the first step in the City's review process of development projects. At this stage, City staff will determine whether a project is reviewed administratively through our Development Review Committee or must proceed to public hearings before the Planning Commission and/or City Council.
Development Review Committee
The Development Review Committee serves as an administrative body that reviews land use applications within the City to ensure projects comply with the City’s municipal code and relevant local, state and federal regulations. The DRC is composed of different departments within the City, such as Planning, Building, Engineering and other local public agencies. The DRC public hearings take place every other Wednesday at 10:00am in the Joshua Conference Room at City Hall. Please refer to the DRC Agenda and Schedule for the current deadlines and hearing dates.
Planning Commission
The Planning Commission is also involved in the City’s development process. Certain projects require approval of the Planning Commission, such as subdivisions (tentative tracts over five lots) and Conditional Use Permits. Planning Commission Meetings are held on the 2nd Thursday of each month, as well as the 4th Thursday of each month when necessary. Planning Commission meetings are held in the City Council Chambers at City Hall, and the meetings begin at 6:30pm. Please refer to the Planning Commission Agenda for hearing dates and topics scheduled for discussion.
City Council
Lastly, the City Council must review and approve specific projects in the development process, such as General Plan amendments or development agreements. The City Council meetings occur on the 1st and 3rd Tuesday of each month and are held in the City Council Chambers at City Hall.
