The Cannabis Regulations Program was officially repealed on November 30, 2024.
The City Council approved Ordinance No. 2019-14, on November 19, 2019, which placed a stay on the Commercial Cannabis program. Per said ordinance, no new applications shall be accepted as of the effective date, November 20, 2019, of this ordinance.
On October 18, 2022, the City Council adopted Resolution No. 2022-75, prohibiting further renewals of M-Type 9 Non-Storefront Retailer licenses of businesses engaging in non-storefront medical cannabis delivery only services on or after December 1, 2023, pending the repeal of the commercial cannabis program in its entirety by November 30, 2024.
On October 15, 2024, the City Council approved Ordinance No. 2024-12, which outlined the wind-down process for existing cannabis businesses, including an amortization appeal process for businesses operating with valid permits prior to the program's conclusion.
As of November 30, 2024, the cannabis program was officially repealed, marking the conclusion of all commercial cannabis activities in the City of Hesperia.
