Overview

California Redevelopment Law (section 33334.2) requires a redevelopment agency to set aside at least 20% of all tax increment generated from the project areas for the purpose of increasing, improving and preserving the community's supply of low- and moderate-income housing. The Economic Development Division is charged with administering this program on behalf of the Hesperia Community Redevelopment Agency.

Activities carried out by staff are directed at enticing private and public sector affordable housing investment within the City's Redevelopment and Community Development Block Grant (CDBG) target areas.

Programs

The Economic Development Division develops, manages, and promotes programs and projects that improve the City's housing stock and provide affordable housing opportunities.     

The Department provides initial on-going subsidies to affordable rental housing projects within city limits. These affordable housing projects are targeted to very low, low and moderate-income persons. The Department also contemplates participation in developer-based proposals for affordable housing projects throughout the year.
        
Inland Fair Housing and Mediation Board
 
The City of Hesperia's contracted Fair Housing service provider is the Inland Fair Housing and Mediation Board, a non-profit, public benefit corporation that has served San Bernardino County and parts of Riverside and Imperial Counties in Southern California since 1980. Funded by numerous grants and awards, IFHMB serves as an intermediary to assist individuals in resolving issues related to housing discrimination, homeownership sustainability, rental complaints, and disputes in court through the provision of resource recommendations, education, and mediation. Located in the City of Ontario with satellite offices in San Bernardino, Victorville, Barstow, Indio, and El Centro, California, IFHMB assists thousands of individuals each year through its numerous programs at no charge to the consumer.

NID Housing Counseling Agency 

NID-HCA Victorville is an approved Housing Counseling Agency as designated by the U.S. Department of Housing and Urban Development (HUD). NID provides the following HUD-approved housing counseling and education services:
