Building & Safety / Community Development
Home improvement projects that require permits include, but are not limited to, the following:
- Additions or alterations to existing mechanical, plumbing, or electrical (including installation of new HVAC units, upgrading or relocating electrical service, etc.)
- Decks over 30" above surrounding grade
- Decks with roof covers, all sizes
- Demolition of buildings (interior and exterior)
- Block walls over 3' high above grade
- Garage conversion / must also construct two-car garage if converting existing garage
- Garages or carports
- Gazebos
- Guest house (499 square feet only if under one acre of land, no kitchen, no permanent living)
- Mobile home set down
- Patio covers
- Patio enclosures
- Re-roofing, over 25%
- Room additions
- Septic tank replacement
- Sewer hook up (must include removal / demolition of septic system)
- Foundation with floor slabs (on-site flat concrete work, such as sidewalks or driveways, does not require permits)
- Storage sheds (over 120 square feet)
- Swimming pools or spas (18" deep or deeper)
- Metal storage containers (conditions apply, must meet planning regulations
A setback restriction requires that no building or structure be located within a specified number of feet from a front, side, or rear lot line. The setback restrictions are lot specific. For setback information for a specific lot, please contact the Building and Safety Office.
An easement involves the right to use a parcel of land to benefit an adjacent parcel of land, such as to provide vehicular or pedestrian access to a road or sidewalk. Easements can also be utilized by a public entity for utilities or drainage. For easement information for a specific lot, please contact the Building and Safety Office.
The Building & Safety Division is committed to ensuring the safety, accessibility, and structural integrity of the built environment throughout the City of Hesperia. Our team provides responsive and professional services that support responsible development and uphold public safety.
We administer and enforce state building codes, local ordinances, and construction standards. Our services include building permit issuance, plan review, and field inspections for residential, commercial, and industrial projects. By guiding applicants through the construction process, we help ensure projects meet all applicable requirements.
In addition to our core development services, the Division plays a vital role in the City’s emergency preparedness and disaster response, assessing buildings for safety, habitability, and compliance following significant events.
Crime Free Rental Housing Program Not in Effect
The Crime Free Rental Housing Program is no longer in effect and is not being enforced in Hesperia. Housing Discrimination is illegal. Those with concerns about fair housing are encouraged to contact Inland Fair Housing and Mediation Board at www.ifhmb.com or contact the City of Hesperia directly at 760-947-1000.
